Cognitive Deficits and related disorders refer to decreased intellectual functioning.  That is, intellectual skills are below expectations when measured against same aged typical individuals.  It most commonly includes problems in all areas of functioning as seen with mental retardation (IQ scores that are more than 1 standard deviation below the mean).

However, the term cognitive deficit may be used when specific problems exist (such as decreased memory and/or attention) in the absence of a global disorder.
